Hey PDU, i've only ever grown with HPS before, but i'm looking at starting a LED grow in a small, short space so i've been looking at LEDs a lot these past days.

while you often get better bulbs for higher prices and this may be a great light (idk), you could get more light for less money - i've been considering these 216w UFO's:

You could get three of these for the same outlay, more or less and place one on top, then angle two more around the sides for example.
Not making a recommendation, just something to think about. Maybe it's a false economy
However i do I like the idea of flat ones that send all the light in one direction (ish) as then i dont reduce the power of roughly half of the light that bounces up and off a reflector.
Lets face it though, that much light (3x216's) should be good, then on grow two you could add more, surround your baby with light from all sides.

something else to bear in mind - that light you are thinking of buying.. in the ebay ad i found, there is no mention of using it for horticulture and no breakdown of the specific colour ranges/frequencies which may be a bad sign.
Someone far more knowledgeable may offer some info though, just thought i'd offer a few thoughts.
EDIT: just saw you mentioned it is a panel and not a bulb- couldnt see it on ebay though - can you post a link?

Looks decent, ranges of light look good too, for one plant i'd just give it a go in the absence of further advice. I'm doing a similar thing (ie:taking a punt/gamble on some LEDs for the first time).
I still reckon that you could get more w's for your $, but like i said, not all lights are created equal and spending less can be a false economy.
When your grow is done, be sure to let peeps know how the light performed, hopefully it'll be a good purchase
