normally no, but if you're going micro, and that's real micro, then maybe
say you're flowering clones of indica at 4 inches that stretch to 8 inches, then it's conceivable
but yields are going to be quite small

if their 100 watts and 1400 lumens im gonna guess their the incar whatever normal bulbs not fluorescent. if thats the case you dont want to use them at all. i know my 26w bulbs are 1750 lumens if their 23 watt cfl and your just reading the 100w equiv thing then them are ok to use but youll need like like 3 or 4 per plant maybe more depending how big you want em.

You need to look at actual watts not equivalents. You should try for 100 watts per plant at maturity, less when small.
