Some people use it throughout the entire life cycle of the plant. I would only use it during flowering

does it matter ?
also does it really matter when you water ? morning/afternoon/night
Unless you've a rather large grow, I suggest learning to water by need, and not by schedule. Lift the pots dry . . . water thoroughly, lift again.
Now ya know what they feel like fully wet and dry. Let 'em dry at least half way down.
Always water until maybe 10% (or more) runs out the drain holes. Helps keep chemical salts moving down and out of your soil.

If your water runs of the planter way fast, odds are tunnels have formed in your soil (from watering).
Take a stick, fork, small penis, whatever and cultivate (loosen) the soil to collapse tunnels and allow even water absorption.

That said, I water when I think they need water, despite having several plants.
