They need to be warm and constantly moist. I put the wet paper towel in a tupperware container then set it on top of computer tower. The generally sprout in 2 days

yeah you want moist not wet, and they deff have to be warm like 75 80 F i just Germed 25 more and got 23 goodies in 3 days.
fuck that paper towel shit, put the seed straight in the moist medium, cover with plastic bag with holes until they sprout, keep em warm and moist, dont overwater it, it may hold enough moisture for the first week or two of growth

Repeat after me: Seedling Heat Mat
Soil works (obviously) but I like Paper towl - kept warm and moist - misted every few hours. Mine are usually all Gemr'd in 2 days.
AND
I plant the germinated sprout into soil when the tail is first visible: b/cv I don't want to expose it anymore than I have to - once I see the tail I know the seed is "viable" (enough) and has enough 'mo to grow.
I have about 95 - 100% success this way
