Are there any products i can spray on my plants while lights are on to prevent bugs/mildew problems?

For my room it says on for 25 minutes at a flow rate of 5. Does this mean I should have it come on for 25 minutes every hour?

couple of my plants are slowly starting to die off. I feed twice a week and water once. I noticed white mold looking stuff on the main branch. Has anyone seen this before?

I have 3 different plants here. I see cloudy and amber. Would you pull any of these? The first 2 pics are shiskaberry. The next 2 pics are blueberry OG. The final pic is a different shiskaberry plant.
