Im trying to create a grow room to veg around 4 plants and I'm looking for a light. I would like a light that does not get too hot because it is in a cabinet and i can't install any sort of ventilation. IF it is necessary to install ventilation I can, but in total here my budget is around $150...

hi this is my first grow and my plants seem to be abnormally bushy with small leaves and the lower parts of my plants are not receiving enough light. they are 1 week into flowering and based on the photos what will be the best method to get those lower leaves some light? Thinking of just LSTing...
