Hopefully we have people on here that are former or current energy company employees, but as unlikely as that is.......... When do they show concern? I'm getting ready to do an apartment grow with 2000w's. Is that a spike they'll notice and investigate? And what if they ask, what do I say?

Where did I go wrong? *Soaked rockwool cubes in water mixed with Superthrive, used clonex. *Kept moist in a dome for 2 weeks and 3 days under 24 watt - T5's. The clones still look ok, but they never grew roots. Can this be fixed or are they fucked?
