You need more lights for sure. That's only like 2,500 lumens for two plants, and it's not going to cover very much area. Read up in the CFL forum- there's some good sticky posts about it and tons of journals.

So you're looking at 1 bulb with 6,500 lumens and 4 more with 1600 lumens each. That should be enough to cover about a 2ftx2ft grow space. I'm a novice but I'd put the 6500lumens bulb at the top close to the plants and 2-3 of the 23w bulbs on the sides of the plant. Should be able to easily...
