From what I've seen, the paper towel method works better. I think you're going to want another light or two if possible during the flowering cycle as long as you can keep everything well ventilated.

I don't know much about lowryder specifically but if you did 12/12 from the start, it would grow for like 2 weeks and then start flowering. I don't think it would get too big unless you were dealing with clones.

I've seen some pretty nice grows on here done only with CFLs so yeah go for it.

It's just not natural though but it makes sense. Plants don't really get tired, so I guess they don't need rest.
