i no flurocsent, but what watt and where do you plug the cord into and do you have to keep it 2 inches from the plant as it grows?

I am thinking about growing a plant in my basement, I cant have a fan going becuase i dont want to run up the electrical bill, also do the lights cost alot to run them? Tell me if this sounds right, soak the seeds in water for a day then plant and water, spray with water and water when dry, but...
