Ok i need help! the pic i uploaded in this post is how the plant has been for a WHILE . I mean well over 2 months and i been using 12/12 light schedule and using 10-30-20 nutrient. Can anyone tell me why its not budding?

Update 2/4/10 All the big ones together are definitly females, duno bout the smaller ones just yet... the 3rd pic my friend sent me he said he found some small yellow spots on a few leaves, what could that be?
