those edges definitely look like nute burn. you said you've nursed it through that, so i'd think either burning (again) or perhaps you're not done nursing it through that. i've seen leaves that were burned briefly completely shutoff and die over time. definitely check your ph though.

You probably want to consider waiting longer. 2 weeks in flower isn't that long, and your plants don't look very far along in flower. To answer, if you cut leaves they will very likely _not_ grow back, and could slow your growth/bud production.

definitely normal. i believe those are potential new roots too. the plants seem to send out little test-roots along the base of the stem, and those bumps look like the result of a failed test (didn't find soil).

background: 4 plants in a grow box, they're about in their 3rd week of veg, they started out in 16oz cups of MG but after a couple weeks were transplanted into fox farm's ocean forest. they've been getting about a cup of water (tap, distilled for ~6 days) each every 2-3 days. temp averages 84-86...

I think it was likely some overwatering, but other factors, ie the soil - mg, seemed to compact a lot (!), and the cups had poor drainage. ps: Also, the droopage was probably relatively minor.
