yeahh you cant cure weed that's already been dried, but you can cure weed that has been sold to you improperly dried for sure, sometime's i wonder if they guy just picked it off the plant before i got it!

I use area51 because they are cheap and reliable, but not that cheap, i'd honestly say you dont need to, your T-5 grow looks great man, if you had a SCROG under there you could pick up p-p-p-plenty of sweet buds EDIT: the other suggestion on extra side lighting and whut are good too

the water in my area runs up 9 PH, how did the PH change from 7.8 to 6.5 affect your plants so far? i wish i could be blind to it too!
