There are better options for biological control other than ladybugs. If ur trying to control or keep out aphid infestations use aphidious or one of the other parisitiods.
Looks to me like its a nutrient deficiency. Better pictures would help though. especially if there is any damage on the under sides of any of the leaves.
Ehh not trying to be an anal retentive dick but it does matter to the plant. Even a camera flash at the appropriate intensity and wavelength will/ trigger the phytochrome response. But just happening once (esp at day 2) the plant will ~not be affected.

Just to clarify what jondamon said, you want BTi not just any strain of BT. Also make sure you remove any standing water & let the soil/media dry down. Fungus gnats are often a sign that you are over watering.
uhh were they simply surface sterilizing the grow room with UV C (without plants) or were they treating live plants as well? I really wouldnt go blasting my plants with UV C.......
