Yellowing/stunted growth on little plant

So recently two leaves on my plant started to yellow from the tips, and it hasn't grown much inn a week.
4 23w 7500k cfl's. FF Ocean forest soil and perlite.

Accidently forgot to test ph for one day so it could be that?

Any advice on what it could be would be appreciated.

seems like its either too close to the light or too far away, maybe you arent watering enough, you could try some fish emulsion fertlizer just a tablespoon or 2 mixed with a gallon of water. there has to be good drainage too I would water it once or twice a day until it got a little bigger but tap water is good for watering seedlings. perlite makes it dry out faster so give it plenty of water once every few days at least

To me it looks like an air flow issue. Point a small fan at her or just above her so she moves a little bit.

i think its overwatering.
