Yellowing leaves, from bottom going up help!

long time no talk! So these both are probably a week over a month old. My biggest plants leaves are yellowing starting with the bottom ones and then moving up. Also the tips of some of the healthier looking leaves are turning black like its being burnt or something. I use ionic grow probably twice a week but idk if i should anymore. I havent used it for probably a week or so, im clueless. I'm using two T8 bulbs and two daylight 6500k CFLs. I'm starting to think that I don't have enough light, so i was gonna add one more daylight CFL and maybe get a small fan to run on them.. any help is appreciated!

EDIT: oh and the roots are coming out of the drainage hole at the bottom.. should i put it in a bigger pot?

so to put perlite in the soil i just buy a bag of it and sprinkle it on the top of the soil? or whAt
 
Oh boy, is that even a soil mix? If it is, then perlite would help, but you need to mix in evenly in your soil, on top would do nothing. Perlite helps with getting oxygen to the roots.

Even though your plant is that old, it is still a little small (no offense) so you probably need to flush it as its probably getting too many nutes (use phed water and run about 2 gallons through it if its a 1 gallon pot) Also your plant is definitely stretching for that light. You need to move your light closer to it. If roots are coming out the bottom, then yes its time to upgrade to a bigger pot. Go for the 3 gallon, and when you transplant, cover up some of that stem with your new soil/perlite mix so that it isn't as top heavy and unsupported. A fan would help that out tremendously.
