Yeild

Short answer, YES. A better questions is "will they?" Too many factors determine your yield. Vegging time, pot size, amount of light, light cycle, nutrients, is the grower lazy, is the grower impatient, and finally, are they all female?

That last one is rhetorical I know.

Well i haven't done more but a few they have given me 1 - 3 ounces under the hps and outdoor ones gave me around 3-4oz but i have never done more than
4 inside and 4 outside.

but im just saying if someone had a room and it was 4 x 4 and the max pots which were 5 gallons , only 16 of them fitted and they got everything they needed
could it produce 1-2pounds easy? and possibly get to the 4 pound max range?

And its "personal use" garden

Can 16 plants produce 1000 grams

It's possible with the right setup (grow medium, lights, ferts/nutes, air circulation, water) and plant strains. I have no where near the "right" setup but my last harvest could have yielded 900-1000 grams if I had not made the mistake of neglecting them and mold set in on the drying buds. Even with the lost to mold I ended up with about 700-800 grams from 9 good yielding plants.
