WTF bug is this? Tons of them...

Can anyone tell me what these things are? I have some flying nats in the air. And all over my plants, in my vegging hut and in my flower room. They have wings. Are they nat larvae? I have some glittery looking spots all over my leaves as well which i suspect they are responsible for. These things look like mini hornets. Help me out please. Thanks!

Thrips,ive got em too,i just made some tobacco spray,gona test it tomoro,
Recipe:
1 cup of tobacco
3 table spoons ofdish soap
1 gallon of water

Let the tobbaco an water for 24hrs then add the soap,
