Wrinkling and mottling on otherwise great Vegetation?

Forever now i can remember this wrinkling and creasing in my young early vegetation in one way or another? What is it? Im alost sure its somethin to do with atmospheric conditions, but temp and Humidity stay on point, and another thing i noticed is soon as the plant starts putting on heavier foliage it just disappears?

I can't tell from you picture how mature those leaves are. Young fat indica leaves in particular like to show that look and they then smooth out as they reach full size. If it is showing on a mature leaf then I would think it might be a lack of oxygen in the root zone, but that's just a guess in the dark.
