Would thrips cause this?

So my outdoor plants have these bugs on them and I assume they are thrips from my reading here. But I am having a problem with a white scale like residue on the leaves mostly near the tops. I have included a pics of the bugs and of the white scale stuff. Would the thrips cause the white scale?

that bug isn't a thrip. the only damage i've seen thrips cause is spots.

If you applied neem oil 2x times per week you wouldn't get these guys hanging around, look to those huge back legs for a clue...and yes him and his buddies can eat a whole tree in under 2 hours ...stay sharp!

Could be wrong, so take it with a pinch of salt... Looks like what vostok said, and then looks like there are thrips and powdery mildew also.

Thanks for the replies. How do I give the girls a boost of PM? I water them once a week with a plant food that's 10-52-10.

PM is powdery mildew...
And FYI that sir is not a thripps, they are much smaller and typically only leave "black dots" (their fecal matter)

Whoops. So how does one correct the PM issue?? Could it be caused by them little bugs whatever they are, watering with hard water or by overuse of my plant food 10-52-10?

The plants are outside. Can you have a humidity issue if they are outside? My other plants have a very small amount of the pm issue. No where near as bad as the one plant. Could it be caused by watering with hard water or by overuse of my plant food 10-52-10?

Still no improvement for the white pm on my plant. Been watering with straight water since Wednesday. Here's a pic I took 10 minutes ago. Any idea how to get rid of it?

PM is a bad disease... scrap it and start over IMHO....

I would start treating the plant with both foliar sparys and soil drenches of Actinovate, an organic fungicide. You will likely have to treat it all the way to harvest. You can do an H2O2 bath if needed at harvest.

p.m. is caused by moisture in the air in the overnight hours with outdoor growing in the fall. do a web search..most say get rid of the plants that are infected. i have heard of applying something to kill it..check with a local grow shop..i can't remember now. hydrogen peroxide solution might help..but i would do more research on it.
for outdoor you need good air flow and if they are in containers they should be brought inside at night or at the very least covered with something that does not touch the plant to keep dew off.
