if i start the little seeds in a wet paper towel and they start to form and sprout up can i go into a 18/6 life cycle for 2 weeks then change to 6/18 for the next to weeks and repeat ?

what the f are you trying to do? 6/18 is not a cycle for marijuana. 18/6 is "my" favorite veg cycle, but for flowering 12/12 is prettty much they only way you can go.

6 hours of light? It will be alive but it wont be growing much. Anyone here grow in the arctic circle?

i believe that below 10 hours of light thet stop producing thc. if your trying to be faster just wait till they have 3 nodes and go 12/12. thats only about 3 weeks veg and then flowering. you will end up with about a 1.5 foot cola and minimal branching.
