Take a look at this, https://www.rollitup.org/general-marijuana-growing/723-things-know-about-lighting.html Great Info on here! Thanks, matth82003!!
Calculate the Area of your grow space, then determine the amount of lumens per foot you need. Each bulb will tell you it's lumen output on the label.

If you are using 3 - 6500K CFLs to vegitate, why not use 3 - 2700K CFLs to flower?

Cheap light ideas are plentiful around here, look around, the forum is a WEALTH of information. Be creative, but safe! My favorite is the Power Strip light! I don't know who orignated the idea but it's GENIUS!!!
1-Power Strip + 3-Outlet to Socket Adapters + 3-Y splitter Socket Adapters = 6 CFL Power Strip Light -PLUG & PLAY-

Y-splitter Socket Adapter - http://www.lowes.com/ProductDisplay?partNumber=73272-334-S700V-SP-L&langId=-1&storeId=10151&productId=1099541&catalogId=10051&cmRelshp=rel&rel=nofollow&cId=PDIO1

Good luck!!!

That's what I use. I've read they seem to be the best compromise as far as effeciency (Lumen/watt) vs. heat output vs. expense. Plus they're available EVERYWHERE!
See what works best for you, your space and your plants. I've read and learned a lot here, and then I've gone out and experimented with what I've learned in the garden.

Good Luck!!!

straps my friend! or cable ties :D The great thing about making your own set up is, there isnt a hell of a lot of boundaries you have to stick too! Just wire em, hang em, and grow em! thats the fun of it all :D Obviously until you burn your house down with ya dodgy ass electrics :P but all in the name of experience!

to mount power strip light fixture: velcro strips, hot glue, most power strips have holes in the back for mounting with screws, tie downs.... these all work from personal experience. The possibilities are endless! They even make powerstrips with a built in timer, that makes its SUPER easy: http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=400143799299&rvr_id=181631119663&crlp=1_263602_304642&UA=WVF?&GUID=a85047321280a0b58b264ae6ffec0326&itemid=400143799299&ff4=263602_304642
