Will these work for a complete beginner

I would really like to use leds vs. cfl for heat reasons and can't wait to learn hydro which is why I was kind of leaning towards the second one but I have no experience or knowledge of if these setups actually work. Does anybody have ideas or maybe have one or something similar? Thanks in advance for any help
