Will These Bulbs Work???

Not even close.

400w HPS produces ~50,000 lumens
100w CFL rpdouces 6500 lumens

HPS = 125 lumens per watt
CFL = 65 lumens per watt

So double the efficiency, and ten time the total intensity.

Single CFL setups , especially bulbs that big, are a waste of money & growing time, IMO.
 
If you are dead set on a CFL setup, and there are definately applications where they are ideal, then do yourself a favor and by the 30w bulb mentioned earlier.

The lumen per $ value is higher than any other bulb on that site, and the lumens per watt comparable to any other cfl.

Smaller bulbs means you can place them within an inch or two of the plan, in several locations, which is the only proper way to grow under cfl's. Heat build up will also be less concentrated, making it easier to keep the plant cool, and will allow you to get more bulbs over your plant altogether.

I started with 9 30w cfls over 4 plants (3 would have been much more ideal however) then moved up to a 400w HPS.
the cfl array only cost about $60 altogether, and was a good cheap start, but for an extra $70-$80, an HPS is definitely the way to go for a small scale grow.
