Doctors can push it and get kick backs for prescribing it......

but if you are caught with it...you go to court!

My best answer is because the gov receives tax money from Lps
the doctors recieve money from lps and lawenforcement need a cut so they go after the easy target the patient. Of corse as always my opinion
