A spray using a pyrethrum based insecticide. Neem won't do it. The white spots are where the thrips have sucked on your leaves. The pyrethrins are safe and you can spray buds with it. It is derived from African Chrysanthemum.
Look with a magnifying glass or loop. They are small, coffee brown and translucent with wings. They vary in color, but these are the ones I have experienced.
I sprayed once, inspected the next morning, and saw nothing moving. I sprayed again 7 days later and that was three months ago and have not seen any since. Best way to be sure what your fighting, is get up close and personal. Inspect with magnification. If you apply an insecticide that is ineffective for what you are battling, you will lose days before you can apply something different.
