Here's the setup, then wanna see the plants when I get the chance? That's a t8 light fixture on the top. And that's temperature and humidity

Plants seem doomed . Specially the one with 2 desk lamps right on it.

You want around a 6500k spectrum for veg. And around 2700k-3500k for flower. Cfl's work well for veg as well as the T8's you are currently using.

I hate to be the one to say it, however I know everyone wants to. Invest in order to get what you want. If you are looking to not pay premium prices for bud and want to grow your own, INVEST.
Take everything you can back.
Clean your room to hospital standards.
Spend $400 as your INVESTMENT.
Buy the following:
T5-HO-8 Bulb Fixture. This will give you the best growth while maintaining less than 400Ws of power along with being able to keep the canopy of your plants within 1" of the bulbs. The internode length that these create on the plant is un-comparable to any other bulbs available today (And that's the main thing you want, BUD SITES. What you are using now, Is just a waste of your time/money and in the end, you'll be lucky to harvest a 1/4 off your plant.

Veg them under those T5's for 1 week with an oscillating fan and you will see a substantial difference. Begin to top every 3rd node you see and wait another 2 weeks.
Purchase this next. The spectrum of the HPS HID will give you optimal flower lighting that you need for a 4x4 area with the canopy about 12"-18" from the top.

Using the items listed is crucial in creating the optimum lighting in your room. If you are doing anything less; you are wasting your time, money and effort into something you will receive very little return for. I consistently see people who are not willing to invest the $400-$600 it takes to do something proper at the lowest level to receive the results they know they desire.
