Which is better closet or basement?

Alright so we're growing hydroponically. We started with 30 random seeds and just put em straight into the peat and fucked up cause we planted them wrong. Anyway we saved about 3 plants. Currently we are using a small sliding door closet and a fan so ventilation isnt problem. We just got a 600 watt rig with both Mh and hps bulbs and a ballast (what does a ballast do by the way?). My question is should we move it down to the basement. If so what all would we need to pull that off. There's plenty of room, outlets, and bulb sockets down there.

Id go basement. Get some light hanger wratchets and screw a 2x4 into the floor joists in the ceiling. Screw eye hooks into the 2x4 and your lights hung. Get a carbon filter and a fan and letter rip. Cant go wrong. I like more room around plants if you can get it hydro plants get really big so if you can manuever around them its a good thing, its also good for airflow.

Don't forget to clean your area before and after

id say it depends on how big the basement is..unless you are going to make an enclosed room inside the basement, you arent going to have good light if its bigger than 6x6x6, your buds will be very light and fluffy... the optimum room size for 600w is less than 4x4x4 which equals less than 1 watt per square inch but its still a good size...as long as you can keep the temp and humidity regulated and make yourself a nice small room for the plants if the basement is huge and youll be good either way

and a ballast is what allows your regular wall socket to power such high intensity bulbs, the light would not work without it
