Which cfls? And Where? Light Problems!

I am a novice and is starting to grow my own plants. I have a LOA (Lights of America) Grow Light: http://www.conservationmart.com/p-431-loa-24-17w-grow-light-stick-7020gl.aspx

Current I have one plant growing under the light, which used to be a window plant about 2weeks old (2-3" tall, two sprot leafs, two real leafs) On sunday I set the lamp to 18/6hr timer. Since then the two sprot leafs are turning brownish at the tip, and the real leafs are dropping down. And reason?

I believe the problem is the light and would like to swtich to clfs.

I know at any store I can buy the light bulbs, my problem is finding the socket and wire (the part you plug into the wall and screw in the blub. If anyone can help me figure out what the name of that item, and links to it from common stores sites, such as home depot,walmart and lows I'll be very thank ful.

Currecnt I've planted 24seeds and would need to know how many lights I need for them (cfls). Then seeds are only going to be grown indoors for about 1.5-2.5months untill they are transplanted outside.

You can get adapters so you can plug the CFLs into a standard wall socket. For vegging you will want cool white (6500k spectrum) CFLs, and for Flowering you need soft white (2700k). For 24 seeds you're going to need A LOT of CFLs.
