Where Would You Top/FIM?

I tried topping once before with zero success. Not even a FIM affect. Just grew back the way it was. I never tried again. I've had good success with LST so I started that with this plant.

It's Golden Goat, which is supposed to be a branchy plant. It looks like it early. I bent it over and will do the LST I've had success with. But I'd like some advice on what/where/when to cut to get the results I'm after.

Thank you for the effort. I hate to sound like a dumb dumb, but this is what I needed haha. I just nipped off the very newest growth last time.

Well I think I was successful. It's black and shiny over the "wound", but there's 2 new growths coming out.
WTF is that white fluffy thing?!
