When to plant outdoors in the Northwest?

Hey everyone,

Just curious -- when is a good time to plant outdoors in the Northwest? Right after the last frost? What do you all do?

I'm in the Northwest. In the Eastern part outdoor temps sometimes reach 100+ during the hot part of the day, Been here a long time never seen a frost after 2nd of May and then only rarely. Should I plant south slope, full sun all day or morning thru mid afternoon sun?
