When to place seedlings under 400 watt air cooled mh

I started them with a tube Fluro because everytime I plant them under mh nothing goes my way . About five inchs tall and strong stems

What do you mean 'nothing goes your way?' Mine germinated and are vegging happily under 400w MH. Are you using a tent? What size? Could be you've just got your hood way too close for seedlings. A cool Tube doesn't always mean you can bring the light close, it only prevents heat build-up. There is such a thing as TOO much light.

It almost look liked something was nawing at the root I went to touch one and it completely came out of the soil cut at the root and this happend to multiple seedlings and I've never had a problem with outdoor at all my whole life it's just disappointing after buying everything I need and my seeds doing this

btt: I guess you can place them anytime under the 400mh as long as you have the light at a proper distance to them.

Looks good bro. If it is too close, your plants will 'bleach' like this one:

And if it gets moved up it will recover to this in a day or two:

Only way to tell if there is too much light is bleaching like what I accidentally did to this seedling right here.
