When to fertilize Scott's potting soil

Hey people! My soil is 0.07-0.03-0.01 from scott's potting soil. It's been a few weeks now and i've gotten 3 inches of bushy growth. When have you added nutes in your experience with this? This pre-fert soil doesn't seem like it's got a lot in it. would it be harmful to dose 25% of manufacturers recommendations. Thanks for stopping by!
