When does veg officially begin?

What is the vegetation phase in the plant exactly? I know the answer, but what I don't know is when the phase actually is official.

After it created the third true set of leaves it will grow a certificate signed by the breeder which makes it official. Some strains grow medals but it means the same thing, that it's official.

welp, imo, veg begins when your bean breaks ground, and ends when you flip to flower.
