when does nutrient burn / lockout end?

12 of the original 15 seeds that I started with have made it to a relatively early stage of vegging. I recently experienced complete nutrient lockout due to pH levels that were in the 7-8 range. The lower leaves look as burned as before, but the top leaves / new ones are healthy and a nice green.

Do new leaves come from the top of the plant / how can you tell which of the new leaves are healthy or if the problem has gone away??
 
When you see new growth happening at it's normal pace, or when old leaves regain proper color, you should be okay. The plant should go back to normal, though depending on how long the burn lasted you might lose some old leaves because the plant is drawing nutrients out of 'em for the newer leaves.

Depending on whether it's soil or hydro, it can take a few days for a plant to recover from nute burn.

its a hydroponic system, but the plants are relatively young and entering the veg stage soon. (3 nodes for now). i pruned off the few burnt leaves and trimmed down the ones with clean utensils. are there any other actions other than additives to my nutrient solution to speed up the recovery process?

Additives? Flush would be best, and introduce nutes at a lower concentration after you see signs of health again.

Additives such as superthrive (b-vitamin hormone complex and also protekt which is a 0-0-3 but both are for rejuvination and stress protection). I flushed most of my solution but i think my question was more what leaves are new and what is old? how can you tell?
 
What are new leaves, eh? Typically, older leaves are bigger, sometimes darker, attached to older nodes/stems. Newer leaves sprout out from growing tips, and at older nodes are smaller then older leaves at the same node.

I check on my plants multiple times a day. I enjoy watching 'em grow, so I'm intimately familiar with which leaves are new and which are old.
