when does a plant begin to produce thc?

i have a pretty small plant at the moment..its only like 6 inches high with some small leaves so i was curious if the white specks on the stem was thc or just like a normal thing on plants
 
yeah you could have crystals on the stem i think it makes thc the whole timew but really ramps up thc production during flower ive eaten butter my friend made out of nopthing but preflowered mothers he was throwing away and it got us high and they had never flowered at all
