I start my lights on a timer as soon as they as they have a root out and are in their permanent growing space. It's not a necessity for them by any means, but might as well keep their environment as regulated as possible when dealing with anything that has a circadian rhythm. Who knows if the warm/cold cycle from radiant heat at the surface plays a role in anything as far as development? If you want to save a couple of dollars - no strict need to give seedlings light until the cotyledons start to open. No worries.
