When can i send these 2 flower?

i currently have these under (4) 32W, 4' FLORO tubes, (2)3000k,(2)5100k.
my question is when do you think i should send them in for flwr. this will be the 2nd set im sending in.(still no successful bud) and i wanna get it right..thanks..

I veg for 40 to 50 days and then flower.

i have limited height,and its my 1st time..so im trying 2 avoid waisting 2 months of time if its not gonna bud or whatevr other problems i may run into..im trying 2 see if the lights r good, or if i ll need more..kinda still in test faze on the B.seeds..dnt wanna ruin the kush seedlings i got goin...

Ya need more light. Go buy a 400 watter atleast.

2. (1) 100w HPS
3. (1) 250w MH
4. (1) 400w HPS
5. (1) 1000wHPS
6. (2) 23w CFL
7. (4) 105w CFL
8. (2) 32w 2' FLORO Tubes(1-4100k/1-3000k)

i initially did a quick setup of the 2 -4' floros, for veg, and the 100w hps w/2 -23w cfl's. 1st time, didnt wanna spend a bunch of $ on electrical bills before i knew what i was doing.
