what watt bulb would you need for some four footers?

It isn't so much the height as the square footage. A 600 watt HID will cover approx 4x4 feet of area. If your plants cover more area than that, you need more light, like maybe 2 400s or something like that. When you say 125w, what kind of light exactly are you talking about?
 
a 600 watt hps could handle a few four footers, might want to add supplemental light to the lower bud sites with some cfls or leds but as far as watt per lumens efficiency you can't beat a 600 - that's not coming from my ass, but rather ed rosenthal's grower's handbook. fuck 1000 watters, if anything get two 600s, more light for around the same electric usage, sounds like you're not looking to use that much tho.

or if you could afford it and you wanted to go another route a decent quality 180 (at least) watt led could do probably do the trick.
 
If your plants are 4 feet you have to use a 1000w or larger to reach the bottom of the plant and given you will have 8 to12" (with a cool tube) between your light and plants that's 5 feet which is just beyond the reach of a 1000w. Keep them short or bend them over or top them before you flower them. A 1000w uses about 20$ worth of electricity a month give or take 5$, when run at 12/12.

height is a big factor. The light isn't strong enough on the smaller lamps to penetrate the depths of the plant.
