I'd only be guessing. Might be just as good to raise the light from the canopy. Describe your light and true wattage along with distance from the canopy and the LED guys will help.
That looks to be a fox tailed and bleached bud.
Re. changing light levels? Could be. Post pictures of the grow as well as pictures of the other colas.
If that's the only bud that's been impacted and if that one is markedly closer to the light, there may be no reason to change light levels. On the other hand, you might have >1 bud that's fox tailed but only that's one has bleached. That's why pictures are so helpful.
What PPFD are you using? If you're not measuring light levels, what model light are you using and what are your hang height and dimmer settings? Also, photoperiod if they're autos.
Fox tailed cannabis smokes the same but fox tailed colas don't look very nice. They smoke the same but forget about "Nug of the month".

I agree. It's light bleached bud that is foxtailing badly.
