What should I expect??

Growing under two 4' fluoros that each put out 3200 lumens. I"m planning on growing only 2-3 plants. Would a 250w hps do much better? Thanks for any help.

imo the fluros will give you better results in veg(tighter nodes)they may take a little longer though. Fluros for 12/12 however, will not give you what you're probably looking for.(fat,tight buds) at the minimum you should get a 400w HID for flower. Lumens are not as important during veg, it's the wavelength your after. Fluros are good for this. They can get up close to the plants without burning them. I wouldn't use regular fluros from like Home Cheapo though, go to a hydroshop or online and get fluros made for growing.(6400k) High Tech Garden Supply
250w hid vs a good 4 bulb t-5.. t-5 fluros, hands down imo.

For 12/12 yeh.
Fluros do not put out enough lumens. Lumens are critical for good bud production. Plants vegged under hps stretch too much for my liking.
