You're going to want about 600w of good quality LEDs for a 4x4. Some people like to split it up between several smaller panels while others prefer to hang just one unit. My personal recommendations at the moment are the Apache Tech AT600, Fluence SpydrX plus, or multiple Pacific Light Concepts units. Just be sure you go with something quality built

Have you considered HPS? It would be a major improvement without spending a lot of money up front. Good LEDs are very expensive.

I'd convert my veg area to high quality LEDs (like cxb) before flowering because they're on for a longer period of the day. (better value for the startup cost).

Most people think it's a waste to use their most efficient lamp in veg, but it's really the low hanging fruit.

my problem with using hps is ventilation as im using a closet and cant add and tubing for ventilation just have a 20 in box fan pulling hot air out and an oscilating pulling air in

Then no matter what you do re: improving the light situation you'll have heat issues I would think. You really need to concentrate on the ventilation IMO, then think about lighting upgrades. Is there room for a portable AC with one duct running off of it? Then you could run a HID light in there and increase yield if that's the goal. Your plants do look nice BTW. Great job with what your working with.

what i was also thinking is possibly buying a grow tent and putting it in the closet and throw a good light in a tent ventilated into closet with 20" box fan pulling air out of closet. i think that should work

If the closet is cool then yes that may work, obviously odour is not a issue for u then?

It's not the wattage as much as the intensity of those watts= umoles

I highly recommend Amare Technologies SE 250 (250w+ actual) I am using one in a 3 x 3, but it should easily handle 4 x 4

see Hybridways Amare thread
