What is wrong with my plant?

Strain: blue mystic
Grow lights: 6500k fluorescents about 2 inches from the leaves.
Water: tap water

Dont worry about PH too much the soil will buffer anything that come's out of your tap.( in the western world) Letting the water sit for 12- 24 hours is a good idea, to help evaporate excess chlorine which could be bad for such a young plant.(an airpump & airstone will do this in an hour if you have one) It looks to me like you got the leaves wet when watering, but keep a close eye on it for the next few branches.
 
ph'ing ur soil is over-rated. i dont ever ph my soil or water and i use tap also. like the other guy said let ur water sit out overnite b4 use

Not only over - rated, but can also be very harmful to your plant. Ph'ing below 6.5 can damage your micro flora & ruin your compost.
Not to mention adding even more phosphorus to the plant, potentially carcinogenic if you are Flushing(starving) with same water.

hey thats cool, I never have read anything about getting water on the leaves being bad. Maybe its a sign that the water is highly chlorinated? Know if it's possible to quickly remove chlorine by boiling water?

Droplets of water will lense light & burn the delicate leaves of a young plant. Thats why most foilar sprays have a wetting agent that stops beading.
Yes you can remove chlorine by boiling water, Fluoride too, which most tap water also contains, which is also not the best chemical for your plants.
But boiling water & then waiting for it to cool down again.... might as well leave the water sitting out in a bucket for half a day no?

I actually read that boiling condenses the amount of fluoride :-(
