Too early to tell if that's pre-flowers but I will give you this bit of advice.
Get some light on that plant, it is stretched all to hell and back and is screaming for light.
CFL's if you have to, HPS would be better - just something NOW !

You need to get a light at least 1 CFL for crying out loud your plant is mega stretching.
If your not flowering it that's new growth not showing its sex.

imo stretching is ok as long as it doesnt topple over/ but ya, use a normal desk lamp with 100 watt (output not usage) cfl... should be cheap enough. Id leave it wherever the sun is on it now and put the cfl pointing at the side of the top a couple inches away... and get a stake for that bad boy! (or hopefully girl)

Streach = bad. When you plants streach it won't become bushy and if you are planing on flowering it and not taking clones the yield will be horrible.
