What is this ballast?

So I bought a bunch of equipment off a guy tonight and this was supposed to be a 1000w ballast, my friend said he thinks it plugs into a socket like a washer or welder would, but I still don't see where the chord would go to the socket, if anyone could help telling me what I have and how it works that would be great, it's a grozone control brand name but I can't find any info online
