Is that a sucction? Or screws that bolt to the other side?

suction I think. But I am not sure why it has two layers with bolt between

If its sucction place it to the bottom. If its bolted I'd put it on the lid. That's only if its strong enough to mix the nutes at the bottom. I said lid to reduce the chances of leaks.
