What is causing this?

Here are the specifics:
Strain is Copper Chem from GPS
Day 21 of flower
Growing in pure perlite in a 5 gallon hempy bucket.
Temps vary between 70 - 84
Using Jacks 3-2-1
PH 5.8 - 6.2
Watering with RO water/nutes every watering @ 1000-1050 ppm
No additional carbon dioxide
Plant looked perfect in veg tent under led strips
Had similar issues last grow as well. Last grow was in coco/perlite using Blumat auto watering system.
Flowering light system is DIY led strips 4,000k with 640 watts overhead and about 200 side lighting in a 5'x5' tent. I just turned lights down to 450 watts overhead and 100 watts side, thinking I am just overdoing it with the amount of light.
The problem starts at bottom of plant - yellowing/spotting on leaves that eventually die. The problem continues up the plant.20181116_143916.jpg 20181116_143827.jpg

On the pic of the whole plant, disregard the white/burn spots on upper leaves - those are from the plant growing into the light so the leds bleached those spots. Upper part of plant is pretty healthy.

They don't look that bad, probably lacking something, maybe P?, can't find my chart right now. You have the perfect opportunity to try different nutes side by side to see what works better for you. I'm still puzzled by the popularity of 4000k lights, the spectrum that plants don't use. I know they work but it seems they wouldn't be the optimum spectrum. Just thinking out loud and giving you a bump.

If I had my druthers, I would have 3000k for my flowering tent, but I got these strips crazy cheap so I bought them. Personally, I think the flowering performance between 3000 and 4000k is minimal.

Now on to the plants... they are progressively getting worse. I am about to thoroughly research leaf septoria to see if that is what is causing this.

@Dr. Who - Can you give me some advice on this?

If I had my druthers, I would have 3000k for my flowering tent, but I got these strips crazy cheap so I bought them. Personally, I think the flowering performance between 3000 and 4000k is minimal.

Now on to the plants... they are progressively getting worse. I am about to thoroughly research leaf septoria to see if that is what is causing this.
