this just started happening im 4 wk in flower under 400w cfl and feeding cmx and budstorm nutes both flairform products

They'll still grow once they recover from the nute burn, but yeah it'll affect (affect? effect? o_O) depending on how much it got burned. As long as you get all the excess nutrients out though I wouldn't be too worried. Every time around you learn something new. With most nutrients though it's always best to start 1/4 - 1/2 strength and see how your plants react and up your feedings as needed.
 
Best to start at low doses (1/4 to 1/2) and work your way up with new nutes and with new strains for that matter.
 
Will my buds still grow tho i feel like its been stunted

The buds will still grow but unfortunately you are correct in that they have been stunted. Nute burn at four weeks of flower is just about the worst time for something bad to happen. Been there and done that. All you can do is learn and move on. Feed less on your next grow.
