Indoors only right now. I'm in central Ca. It's not a temp issue, it's a daylight issue.

When would suggest to start indoor and move outdoor?

start it indoors and veg it for a few months and put it out in like late march or april and grow a monster

well the window isnt gonna have the light shining directly through it enough time a day so thats not a good idea.

Is there not enough light or too much light for outside? If its too much I can just bring inside, if its too little I can put a light on it inside.

well the outside light from the sun is the best you can give it but theres not enough daylight time at this point in the year to have one outside. You could do an inside outside grow as long as it isnt cold outside but you have to monitor your times how long its out, how long to bring it in and put the lights on it. Just grow inside, its winter. Wait till spring for the outdoor grows
