Does anyone know were i can get a cheap c02 tank? like 10-15lb???

you can get them at welding supplies stores. i don't know how much.

Check craigslist regularly - that's where I found a steel 10 pound tank for $10.00. Also, if you have the time, check the for sale sections on a few aquarium forums. CO2 is used in both fresh and saltwater tanks - might get lucky. Hope that helps.
